The top piece locks the installation in place which serves 2 purposes. By locking it in place it prevents inadvertent removal. Secondly, by removing the top piece up it allows you to remove the other casings in succession.
Once removed you can easily paint around windows, doors or baseboard without need to tape or risk transferring paint to the casing by free hand.
Once the paint is dry simply replace the trim installation. It is also easier to paint the trim as well if you want to change color by removing the trim from the wall.
